    In recent years, the city's comprehensive scientific and technological innovation strength has achieved new upgrades, new breakthroughs have been made in the construction of innovative platforms, and new achievements have been made in science and technology to promote industrial upgrading. In order to vigorously implement the innovation-driven development strategy, the municipal party committee and the municipal government recently issued the "Ten Measures for Promoting Science and Technology Innovation in Baotou City", organized the implementation of major science and technology projects, vigorously cultivated and developed science and technology enterprises, strengthened the construction of science and technology innovation platform, and accelerated scientific and technological achievements. The 10 measures such as transformation will be elaborated, the construction of the guarantee system for scientific and technological innovation work will be strengthened, and the development of strategic emerging industries and the upgrading of traditional advantageous industries will be promoted.

      Focus on the "four major platforms"

 

      Do a good job in building a major regional innovation platform. Focus on creating a sustainable demonstration zone for the sustainable development agenda. At present, the city's development plan and construction plan for creating a sustainable development zone innovation demonstration zone has been reported to the Ministry of Science and Technology. The “2018 Work Task Division of Baotou City to Create a National Sustainable Development Agenda Innovation Demonstration Zone” was issued, and all departments and units are working in accordance with their responsibilities and earnestly implement them. Efforts will be made to create a demonstration zone for independent innovation in Hukou E.

 

       At the beginning of this year, the government of the autonomous region launched the declaration and creation of the independent innovation demonstration zone of Hubao E. By drawing on the practices of advanced regions, we will formulate policies and measures that are in line with the reality of the city and encourage innovation and entrepreneurship, and lay a solid foundation for the creation of high-tech and regional public innovation and entrepreneurship ecological zones and new industries and new business clusters in the central and western regions. Accelerate the promotion of the Northern Rare Earth, the Chinese Academy of Sciences Baotou Rare Earth R&D Center, the famous universities and key enterprises in the United Nations, and declare the construction of the National Rare Earth Technology Innovation Center. Efforts will be made to enhance the independent innovation capability of enterprises, and focus on supporting the State Key Laboratory of Baotou Steel Group, Beizhong Group and China Nuclear North, and supporting the Baotou Rare Earth Center of the Chinese Academy of Sciences, the Baotou Industrial Research Institute of Zhejiang University, and the Qingshan Equipment Manufacturing Park to declare the construction of a technology business incubator. More than 30 key laboratories, engineering centers, enterprise technology centers and Zhongchuang space will be built, more than 100 new high-tech enterprises will be established, and more than 100 innovative and innovative enterprises will be cultivated.       Grasp the construction of key scientific and technological achievements transformation platform. Accelerate the cultivation and construction of a batch of achievements to transform the pilot platform and demonstration base. Accelerate the construction of pilot bases for rare earth new materials, aluminum-magnesium deep processing and coal-to-olefin deep processing, and build five new pilot bases during the year. Strengthen the construction of a scientific and technological achievements transformation service platform with Baotou Science and Technology Market as the main body, focus on promoting the construction of a big data platform with the Chinese Academy of Sciences, and strive to introduce 100 scientific and technological achievements in three years, with an industrialization rate of over 70%. We will strive to build a core area for the transformation of scientific and technological achievements centered on the Rare Earth High-tech Zone, the Beida Baotou Science and Technology Park, and the Baotou Science and Technology Industrial Park of the Chinese Academy of Sciences, focusing on the implementation of rare earth colorants, rare earth permanent magnet servo motors, and high-purity alumina. The results have been transformed into more than 15 projects, and the industry and products have been pushed to the high end of the value chain.

 

      We will do a good job in the construction of a key technology platform for production, education and research. Fully promote the establishment of the "Institute of Rare Earth Functional Materials of Baotou Institute of Chinese Academy of Sciences" in the Chinese Academy of Sciences, and promote the construction of a number of new R&D institutions in cooperation with Tsinghua University, Beijing University of Aeronautics and Astronautics, Jilin University and Tianjin University, in new materials, big data, high-end equipment, Robotics research and other fields seek new breakthroughs. We will build a new R&D institution around the deep processing of aluminum products and deep processing of coal-to-olefin products, and strive to have new R&D institutions in each park. Do a good job in the operation of the Big Data Research Institute of Baotou Information Technology, National Engineering Laboratory of Electronic Commerce Technology of Tsinghua University. Promote the establishment of a new R&D institution between Shandong University and the city, and promote the cooperation between Beijing Institute of Technology and Yiji Group and Beizhong Group to build a technology research and development institution. At the same time, strengthen cooperation with developed regions, actively cooperate with Guangdong Science and Technology Department, promote the signing of cooperation agreements as soon as possible, and participate in scientific and technological cooperation in Guangdong, Hong Kong and Macau. It is necessary to strengthen international cooperation, relying on the Baotou Rare Earth Center of the Chinese Academy of Sciences and the Institute of Metals of the Chinese Academy of Sciences, and cooperation with research and development institutions in Slovenia, Russia, Ukraine, France, Austria and other countries to promote the establishment of the "China-Europe Joint Laboratory of Metal Materials and Equipment Manufacturing" in the city.

 

      Focus on implementing "a batch of major science and technology projects"

 

      Accelerate the establishment and improvement of "Science and Technology Major Projects and Technology Demand Libraries", vigorously implement a number of major scientific and technological projects such as research and development of rare earth new materials, organize and implement more than 30 key scientific and technological projects during the year, and the growth rate of high-tech industry output value will reach 11% or more. In the steel field, we will focus on supporting the development of integrated green steel clusters for combustible ice mining; and the development of large-diameter seamless steel tubes for high-efficiency ultra-supercritical generators in Beizhong Group. In the field of rare earths, we will focus on supporting the industrial application technology development project of rare earth-based diesel vehicle catalysts; the annual production of 300 tons of high-performance rare earth hydrogen storage materials industrialization development project will be completed. In the field of equipment manufacturing, we will focus on supporting the key technology research of the new-generation electric vehicle power platform transmission development project of Yiji Group, and have the industrialization conditions as soon as possible; complete the orbital operation test of the railway track flaw detection vehicle project, and pass the railway company certification during the year. Strategic emerging industries, focusing on supporting the implementation of new technologies and new manufacturing technologies for CAP1400 autonomous fuel assemblies in China North Nuclear Power; promoting the research and development of new technologies for steel and slag desulfurization in Baotou Steel as soon as possible.

 

      Focus on strengthening the "four major guarantees"

 

       Strengthen policy protection. In recent years, the city has issued 14 policy documents including “Ten Measures for Promoting Scientific and Technological Innovation in Baotou City”. On the basis of implementing these policies, the next step is to study and formulate the “Realization of New and Old Kinetic Energy for Baotou City”. Incentives for innovative policies such as “Several Opinions on Science and Technology Innovation in the Leading Area” and “Several Opinions on the Implementation of the Policy of Adding Knowledge Value to Baotou City”. In particular, it is necessary to complete the compilation of the Baotou Science and Technology Service Industry Development Plan (2018-2022) with high standards, and strive to achieve a production value of 20 billion yuan in the technology service industry by 2022.

 

        Strengthen investment support. Optimize the investment and mode of financial funds, strengthen the subsidy support after inclusiveness, guide enterprises to establish a research and development reserve system, and promote the rapid growth of the R&D investment intensity of the whole society. Seize the opportunity of building a national pilot city to promote the combination of science and technology and finance, and establish a science and technology financial system with various funds invested by the government, banks, venture capital, etc., and promote the establishment of creditor funds or technology sub-branches with financial institutions; strengthen the platform with the Shenzhen Stock Exchange and other platforms. Cooperation to support enterprises to expand financing channels.

 

       Strengthen talent protection. We will implement the "Ten Measures for Strengthening Talent Work in Key Fields in Baotou City", give full play to the role of projects, platforms, carriers, and agglomerate talents, strengthen the introduction of talents with "high, precise, pointed and lacking", and improve the evaluation of science and technology talents and the mechanism of science and technology rewards. Unleash the vitality of all kinds of talents and provide strong talent support for building innovative Baotou.

 

        Strengthen organizational security. The Municipal Science and Technology Bureau should strengthen the work connection and coordination, establish departmental coordination and promote the linkage mechanism between the city and the county (district), and promote the implementation of scientific and technological innovation policies and measures and key tasks. Strengthen research and guidance on scientific and technological work, and drive all regions to put technological innovation in a more prominent position, and provide high-quality scientific and technological supply for the establishment of a well-off society in a decisive victory.
